The second locomotive was 'Dartmoor', a Kerr Stuart Tattoo class loco. It was of standard Tattoo design, so no drawings exist of this exact loco, except for the cab which was different to offer greater protection considering Dartmoor's harsh climate. The third loco was 'Lady-Mallaby Deeley', and 0-4-0 geared vertical boilered locomotive. Built by Atkinson Walker's, it was the sister of the AW tractor provided to the Clogher Valley Railway, which was reputed to be unsuccessful, thus being converted to diesel.
On February 24, 1907 Gjøa ran aground on a reef off the island of Maio. Over the next two weeks all of her cargo of dynamite was discharged and safely stored in Praia, except for 600 tons that had to be jettisoned. Under the leadership of the tribal chief Hendrik Witbooi, the Namaqua put up a fierce resistance to the German occupation. Contemporary media called the conflict "The Hottentot Uprising". In this experiment the better-than-average effect was observed when it was suggested to participants that they would be successful, but also a worse-than-average effect was found when it was suggested that participants would be unsuccessful.

The prefab bank building was not used, however, and the branch was closed in October 1919, after the withdrawal of the Canadian and British troops.

3M: Dr. Spencer Silver was trying to create a strong adhesive with the aim of using it in aerospace technology. His research proved to be unsuccessful as he accidentally created a light adhesive that would stick to surfaces without leaving any trace after removal. This is an example of strategic scanning where instead of getting rid of the idea, he decided to keep working on it and improving it further for other uses. After years of trying to push the idea forwards, he joined forces with Art Fry (a fellow scientist at 3M), together they came with the idea of Post-IT notes which are actively used until now.

Through NATO, the United States deployed its first nuclear weapons in West Germany in March 1955. While in New York, she and co-worker Jessica Flint founded an online Rolodex called UrbanistaOnline to help young newcomers settle into New York. In 2004, she also became a member of the Board of Directors of the youth voter initiative, Generation Engage, and is an active voice in youth politics.
On February 22, 1997 Balbi travelled to Hamburg, Germany to challenge the Uzbek champion Artur Grigorian for the WBO lightweight title. Balbi's challenge proved to be unsuccessful, as Grigorian scored an eleventh round technical knockout. After the fight Balbi returned to Argentina, where he put together a run of five wins before losing a split decision to Walter Hugo Rodriguez. Balbi remained undefeated over his next sixteen bouts, earning him a chance to fight Alberto Esteban Sicurella in a WBA title eliminator. Balbi won the fight by tenth round technical knockout, which led to a world title challenge against the French champion Julien Lorcy on October 8, 2001 in Paris.
Both March 817s were bought by Paul Newman Racing, with Al Unser and Teo Fabi initially being selected to drive them. The car made its first appearance in the first round of the 1981 Can-Am season, held at Mosport Park; Unser retired due to brake failure after 12 laps, but Fabi won the race. Security Council. This organization was established by Marvin Liebman, a political activist. During the 1970s, the China (ROC) lobby itself campaigned furiously to prevent American recognition of the People's Republic of China (PRC), but its efforts proved to be unsuccessful and the PRC was recognized by the United States in 1979.

After World War I the WIC continued its crusade to provide health care for African Americans suffering from tuberculosis. In 1919 the clubwomen successfully petitioned the Marion County commissioners to appropriate funds to care for black tuberculosis patients at Sunnyside; however, the hospital's reports did not show any increase in the allotment until 1926 and continued to allot beds to black on a pro-rata basis of one-tenth of the county's population.Ferguson, pp. 259–60.
He returned once more in 1978 to help China in the 1978 Asian Games, where he once again helped them to another third position and again left after the competition. In 1979, he was given a position at the Chinese Soccer Association; however, Nian Weisi would find himself returning to the national team again in 1980 to help them for the 1980 AFC Asian Cup. For the final time Nian Weisi was brought in to help China qualify for the world cup; however, his reign was to be unsuccessful as China crashed out in the group stages in qualifying. He would once more return to the Chinese Soccer Association and in 1989 he became president.
Meskó became one of the three leaders of the amalgamated Hungarian National Socialist Party in 1934, alongside Sándor Festetics, who had his own Hungarian National Socialist People’s Party and Fidél Pálffy, whose group already bore the Hungarian National Socialist Party name. Meskó however was expelled as part of a power struggle the following year as Pálffy made himself sole leader. Meskó was noted as the least radical of Hungary's competing Nazi leaders as throughout his period as a leader he maintained a loyalty to the regency of Miklós Horthy where other Hungarian Nazis sought the Admiral's overthrowing. Meskó initially attempted to reform the Greenshirts but he proved to be unsuccessful in these efforts.

The prime minister is officially appointed by the president of Greece. According to Article 37 of the Greek Constitution, the president of the Hellenic Republic shall appoint the leader of the political party with the absolute majority of seats in the parliament as prime minister. If no party has the absolute majority, the president shall give the leader of the party with a relative majority (plurality) an exploratory mandate in order to ascertain the possibility of forming a government enjoying the confidence of parliament. If this possibility cannot be ascertained, the president shall give the exploratory mandate to the leader of the second largest party in Parliament, and if this proves to be unsuccessful, to the leader of the third largest party in parliament.

Hemingway's final appearance was in the pages of Weapon X where he joined his old teammate Marrow, who was now leading Gene Nation, as her personal bodyguard.

Once the MACV-SOG took control, the Pentagon (under which MACV- SOG operated) issued an Operational Plan (OPLAN 34-63), which entailed commando raids of a similar sort to what had been happening under the CIA. Most of these raids tended to be unsuccessful, with the Republic of Vietnam (RVN or South Vietnam) commandos usually being captured or killed (the actual commandos themselves were always people of South Vietnam ethnicities, so as to maintain the deniability of the American involvement in the operation). On the February 17, 2020 episode of Raw, after Kevin Owens and The Viking Raiders defeated Murphy and AOP via disqualification due to Seth Rollins' interference, The Street Profits came out and aided Owens and The Viking Raiders by attacking Murphy and AOP while Rollins retreated. Later, The Street Profits were scheduled to challenge Rollins and Murphy for the Raw Tag Team Championship at Super ShowDown, where they would be unsuccessful. On the March 2 episode of Raw, The Street Profits were given a final opportunity "Last Chance Match" rematch, where, with the help of Kevin Owens, they would go on to win the Raw Tag Team Championship. Mount Temple had to spend the winter stranded, but was not damaged by the storms, and three attempts were made to float the steamer in February 1908, yet all of them proved to be unsuccessful. Finally, on 15 April 1908 the ship was successfully refloated and was able to proceed under her own steam to Lunenburg.

Congreve accompanied Lord Cochrane in the fire-ship, rocket, and shell attack on the French Fleet in Aix and Basque roads on 11 April 1809. The Walcheren Campaign in 1809 saw the deployment of , a merchant sloop converted to a warship and then converted to fire Congreve rockets from 21 "rocket scuttles"' installed in her broadside. This rocket ship was deployed at the naval bombardment of Flushing, where they wrought such havoc that ‘General Monnet, the French commandant, made a formal protest to Lord Chatham’ against their use.

Similarly, it is possible that some novel RFID authentication protocols for microchip ownership transfer can be adapted to protect users' privacy, which meets three key requirements for secure microchip ownership transfer. The three requirements include: new owner privacy (only the new owner should be able to identify and control the microchip), old owner privacy (past interactions between the microchip and its previous owner should not be traceable by the new owner) as well as authorization recovery (the new owner should be able to transfer its authorization rights to the previous owner in some special cases). These features can protect owners' privacy to some extent.
In this new "religion", Comte referred to society as the "Great Being" and would promote a universal love and harmony taught through the teachings of his industrial system theory. For his close associate, John Stuart Mill, it was possible to distinguish between a "good Comte" (the one who wrote Course in Positive Philosophy) and a "bad Comte" (the author of the secular-religious system). The system would be unsuccessful but met with the publication of Darwin's On the Origin of Species to influence the proliferation of various secular humanist organizations in the 19th century, especially through the work of secularists such as George Holyoake and Richard Congreve. Harriet Martineau undertook an english translation of Cours de Philosophie Positive that was published in two volumes in 1853 as The Positive Philosophy of Auguste Comte (freely translated and condensed by Harriet Martineau).
They pointed out that following this decision and logic it is only a matter of time until same-sex couples are allowed to fully adopt in Croatia. Two options are possible; this question can be introduced before the Constitutional Court, and if that proves to be unsuccessful the next step would be the European Court of Human Rights, which would issue a binding decision on Croatia. Minister of Administration Arsen Bauk has said that the Government has no intentions of changing the Life Partnership Act at this point, and it would leave this question for future parliamentary debates. In May 2017, it was reported that a male couple in a life partnership had filed suit after being denied the ability to foster a child, based on the fact that Croatian law does not provide life partnerships with full adoption rights.

On this occasion, however, the parody technique proved to be unsuccessful and Bach composed the aria afresh. Instead, he used the model from BWV 215 for the bass aria "Erleucht' auch meine finstre Sinnen" in Part V. The third major new piece of writing (with the notable exception of the recitatives), the sublime pastoral Sinfonia which opens Part II, was composed from scratch for the new work.
The United States Employment Service (USES) is an agency of the federal government of the United States responsible for "assisting coordination of the State public employment services in providing labor exchange and job finding assistance to job seekers and employers". In around 1890, both the United States and European governments created government-funded employment offices to provide work for unemployed unskilled laborers. These services proved to be unsuccessful. In 1933 during the Great Depression, with the Wagner-Peyser Act, the USES was reinstated “to set minimum standards, develop uniform administrative and statistical procedures, publish employment information, and promote a system of "clearing labor" between states.”Gale Encyclopedia of US History: US Employment History Then President Franklin D. Roosevelt had created many government-funded work projects to help boost the economy and the USES was responsible for hiring the workers on those projects.
In an effort to gain his allegiance, the Fatimid Ismaili Imam-caliph al-Hakim dispatched an envoy to Sultan Mahmud Ghaznavi two years later. This attempt appeared to be unsuccessful and the Ghaznawids continued to attack other Ismaili strongholds in Sindh to suppress any resurgence of the community in the region. In 1032, Mahmud's very own vizier, Hasanak was executed for having accepted a cloak from the Imam-caliph on suspicions that he had become an adherent of the Ismaili fiqh. Mahmud's purges of the region led several scholars including Stern to believe that the Ghaznawid purges of the region drove out Ismailism from the area, however, recently discovered letters dating to 1083 and 1088 demonstrate continued Ismaili activity in the region, as the Imam-caliph Mustansir dispatched new da’is to replace those who were killed in the attacks.
For the US, the very concept of self-defending bombers was called into question, but instead of abandoning daylight raids and turning to night bombing, as the RAF suggested, they chose other paths; at first, a bomber with more guns (the Boeing YB-40) was believed to be able to escort the bomber formations, but when the concept proved to be unsuccessful, thoughts then turned to the Lockheed P-38 Lightning.Boylan 1955, p. 154. In early 1943, the USAAF also decided that the Republic P-47 Thunderbolt and P-51B be considered for the role of a smaller escort fighter, and in July, a report stated that the P-51B was "the most promising plane" with an endurance of 4 hours 45 minutes with the standard internal fuel of 184 gallons plus 150 gallons carried externally.
Charles Burnett was never allowed to finish editing the movie before it was sent to a New York film festival for screening by the producers. Films festivals are often successful venues to introduce films in the hopes of being picked up by a distribution companies. The rough-cut version of the film screened at the festival initially received a mixed review in The New York Times. This scared off distributors who believed it would be unsuccessful and the film was therefore never released to wider public audiences. Armond White, a film critic, noted that this was “a catastrophic blow to the development of American popular culture.” Almost twenty five years later when Milestone Films picked up the rights to the film, they allowed Burnett to finally finish editing the film and release it the way he always intended it to be.
Severus of Antioch In 482, Byzantine emperor Zeno made an attempt to reconcile christological differences between the supporters and opponents of the Chalcedonian Definition by issuing an imperial decree known as the Henotikon, but those efforts were mainly politically motivated and ultimately proved to be unsuccessful in reaching a true and substantial reconciliation. In the years following the Henotikon, the patriarch of Constantinople remained in formal communion with the non-Chalcedonian patriarchs of Alexandria, Antioch, and Jerusalem, while Rome remained out of communion with them and in unstable communion with Constantinople (see: Acacian schism). It was not until 518 that the new Byzantine Emperor, Justin I (who accepted Chalcedon), demanded that the entire Church in the Roman Empire accept the Council's decisions. Justin ordered the replacement of all non- Chalcedonian bishops, including the patriarchs of Antioch and Alexandria.
The Holding Arques acquired several printing companies and incorporated them in the reverse takeover of the off market listed Arques subsidiary Circel Grundstücks- und Vermögensverwaltung AG. The subsidiary was renamed in December 2005 to operate under the name Arquana International Print & Media AG. According to Arques, it was planned to establish Arquana as Europe's market leader in offset printing. The company was profitably sold on the exchange. Unfortunately Arques’ plan proved to be unsuccessful, as most individual companies belonging to Arquana, as well as the holding itself, fell into insolvency only a few years later. The current portfolio of the LIVIA Group includes several listed historic properties that have been extensively renovated and restored; for example, Hofhegnenberg Castle in Bavaria, Frankenberg Castle in Central Franconia, the South African wine estate Vergenoegd, and the Tuscan estate San Martino a Sezzate.

North Vietnamese troops march through Laos, 1967 In 1960, amidst a series of rebellions, fighting broke out between the Royal Lao Army and the Soviet Union-backed, communist Pathet Lao, a second Provisional Government of National Unity formed by Prince Souvanna Phouma in 1962 proved to be unsuccessful, and the situation steadily deteriorated thereafter as the conflict in Laos became a focus for superpower rivalry. During the North Vietnamese invasion of Laos, the Pathet Lao were backed militarily by the NVA and Vietcong. Laos was also dragged into the Vietnam War since parts of Laos were invaded and occupied by North Vietnam for use as a supply route for its war against the South. In response, the United States initiated a bombing campaign against the North Vietnamese positions, supported regular and irregular anticommunist forces in Laos, including those led by Hmong General Vang Pao, and supported South Vietnamese incursions into Laos.
Natalie as she appeared in 1994 The character has been described by EastEnders author, Rupert Smith, as an “eternal victim” – a female character who endures much misfortune and misery, but lacks the “pluck” of her “feistier sisters”. Early on in her narrative, Natalie was shown to be an insecure and lonely individual– a “gloomy kid” from a broken family with an uncaring, criticising and resentful mother, Andrea (Cindy O'Callaghan). The character was often seen to be “shunted aside by stronger personalities”, such as her best friend Bianca – who was shown to bully and torment Natalie, telling her “that she was plain and wouldn't attract boys”, although in later years Natalie was shown to stand up to Bianca's bullying. Similarly, she was shown to be unsuccessful in relationships, falling for unsuitable men who ended up hurting her and settling in a “secure but uninspired” marriage to a mismatched, immature partner, Barry Evans.

The Amiga 2000 was designed with an open architecture. Commodore's engineers believed that the company would probably be unsuccessful in matching the rate of system obsolesce and replacement then common in the PC industry, with new models every year or so. Commodore's approach was to build a single system architecture that could span different models. Commodore was so successful at this that Info magazine judged that the A2000 would not become obsolete "until well after the turn of the century" at the earliest. Kalt of Michigan State University College of Law put forth an argument that the Vicinage Clause, requiring jury selection from the state and district, may permit the commission of the "perfect crime" (technically, more of an "unprosecutable crime") in the portion of Yellowstone National Park within the state of Idaho and that a less perfect crime could be committed in the lightly populated portion of the park contained within the borders of the state of Montana. The entire park has been placed within the jurisdiction of the Court for the District of Wyoming, but the Idaho-state portion of the park has no residents with which to form a jury.Kalt, 2005, at 77-79. Kalt argues that two arguments the government might make in favor of prosecution would be unsuccessful: that the Idaho portion of the park is not part of a stateKalt, 2005, at 679-81.
In April 1936 due to increase in traffic Seattle was used by Dollar for one trip to transport a large cargo of cotton, scrap tin, used rails and other general merchandise from California to Japan. The ship was subsequently put on Dollar's Guam service, but only remained in it until the end of 1936. In September 1936 Tacoma Oriental Line sold two vessels to Waterman Steamship Co., and attempted to re-enter business with five remaining vessels, including Seattle, but the bid proved to be unsuccessful due to yet another labor strike, and the company was finally liquidated by court order in February 1937 with all five vessels being sold to Matson Navigation Company. After court approved acquisition of the vessels, Matson Navigation Co. renamed them after their affiliated sugar plantations in the Hawaiian Islands, with Seattle becoming Lihue. Lihue departed San Francisco under her new name and new ownership on March 17, 1937 for Honolulu.

That same month, Elgin, Makabe, Robinson and Tanahashi would each enter the G1 Climax, with Elgin, Makabe and Tanahashi competing in Block A and Robinson competing in Block B. Elgin, Makabe and Robinson would be unsuccessful in the tournament, scoring only three wins each, with Tanahashi defeating Makabe in their head to head match while Elgin would lose to both Makabe and Tanahashi. On the same night of the G1 Climax final, Robinson would be attacked by Cody after losing a tag team match to him, marking himself as Robinson's first challenger to the IWGP United States Heavyweight Championship, who he would lose the title to.
During her time as speaker, Nasha took steps to strengthen Botswana's separation of powers, refusing several orders from the executive branch in order to demonstrate the independence of parliament. Battling Mikey Whiplash, Chris Renfrew & Stevie Boy on the Road To Fear & Loathing Tour, Havoc would be unsuccessful in the King Of Insanity match, losing to Stevie Boy. Havoc would not be seen again in ICW until 1 April 2018, when he returned to The Garage to face Mikey Whiplash in a Death Match for the chance to challenge for the ICW World Heavyweight Championship, with Mikey gaining the victory by delivering a Zombie Maker to Havoc through a sheet of glass. Havoc then teamed with Mark Haskins in late 2018, defeating the Kings Of Catch, and gaining a spot in a 6 team Tables, Ladders, and Chairs match at Fear & Loathing XI.
After Himmler provoked outrage in the Wehrmacht with his directive that SS men should breed as many children of "good blood" as possible, regardless of the marital status of the mother, Groscurth actively and publicly campaigned to have the order rescinded. In December 1939, Groscurth traveled throughout the Western Front during the Phoney War, disseminating reports and memorandums of atrocities committed during the invasion of Poland passed to him by a fellow objector Johannes Blaskowitz in an attempt to convince commanders there to act against Hitler. He visited Wilhelm Ritter von Leeb, Erwin von Witzleben, Gerd von Rundstedt, and Fedor von Bock, but only Leeb was willing to take any official action by authoring a complaint to Hitler. That overall effort proved to be unsuccessful and, along with his open criticism of SS policies, created pressure on the Chief of the Army Walther von Brauchitsch from Himmler and other sources, leading to Groscurth's eventual dismissal from military intelligence by January 1940.
The Colorado Mesa Mavericks attempt a 54-yard field goal from the 37-yard line against the Texas A&M-Commerce; Lions in 2016. A field goal from that range has a low rate of success but was chosen over punting or going for a fourth down conversion. The dead zone (also known as four-down territory) refers to an area on the field of gridiron football where an offense is on their opponent's side of the field, but kicking a field goal would likely be unsuccessful and punting the ball would not dramatically change field position. The dead zone may exist anywhere from the opponent's 33 to 43-yard line, where a field goal attempt would be between 50 and 60 yards and punting the ball would likely result in a touchback (the punt bounces into the opponent's end zone and they begin their drive on their own 20-yard line resulting in a net gain of 13-23 yards on the punt).
Unfortunately, the legacy of Sidney Sporle, the then-leader of Wandsworth Council and one-time mayor of Battersea was tarnished when he was convicted and sentenced for corruption in 1971. He had played a pivotal role in advocating for the redevelopment of the area (and Sporle Court on the Winstanley Estate is still named after him), but was exposed to have used corrupt and possibly unsafe methods in the construction of the nearby Doddington and Rollo Estate. After his imprisonment, there was a substantial campaign in the South London Press and backed by the subsequent Wandsworth Council housing chairman Alderman Dennis Mallam, and the then-chairman of the Winstanley Estate Tenant's Association Ernest Randell, to change the name of the block from Sporle Court, which ultimately appeared to be unsuccessful. In the aftermath of Sid Sporle's conviction, the new council decided to abolish the five-year residency rule before being permitted to apply for council housing, a change that apparently allowed more "black people" of the Windrush Generation and other freshly arrived immigrants to obtain council housing and avoid exploitative landlords.

The Leslie Uggams Show gave Uggams, who had first come to wide public notice as a singer on the early 1960s hit Sing Along With Mitch, her own program to showcase herself and other black performers; unlike other early variety programs which were hosted by black entertainers but featured a large number of whites in the cast, only one of Uggams' regulars, comedian Dennis Allen, was white. A recurring feature of the program was the ongoing series of sketches entitled "Sugar Hill", which dealt with the lives of middle class black family in a large American city. The series was given the challenging time slot of 9:00 P.M. on Sunday nights which in the early to mid 60's had proven to be unsuccessful for such variety shows as The Judy Garland Show and The Garry Moore Show since the chief competition for both programs was the venerable western series Bonanza. When Moore's show was cancelled in January, 1967, The Smothers Brothers Comedy Hour premiered and immediately became a huge hit for CBS managing to more than hold its own against Bonanza.

In an attempt to keep World Class hot, by means of running long-term angles, Brian Adias, who was billed as the childhood friend of the Von Erichs (which is legitimate, since Brian grew up with the Adkissons in Denton and also went to high school with Kerry), began a storyline with them by turning heel against Mike Von Erich during a match, then eventually began feuding with Kevin Von Erich later on. This angle, similar to the one used with Chris Adams in 1984, proved to be unsuccessful, and pairing Adias with Alberto Madril to form a newer version of The Dynamic Duo (and even going so far as using Adams and Hernandez's "Bad to the Bone" as their ring entrance music) made matters worse. Adias lacked the charisma and talent that Adams had during his feud with the Von Erichs, and Kevin and Mike dominated this feud from start to finish.
In the real-time strategy game StarCraft, a Zerg rush is a strategy where a player using the Zerg race tries to overwhelm the opponent through large numbers of smaller units before the enemy is fully prepared for battle. In strategy games, to perform a rush, the attacking player focuses on quickly building a large number of weak units (or some very rare and potent early game units) early on in the game with the hopes of swarming the opponents before they can defend themselves; this is to catch them off-guard and often to cripple the opponent's economy structures. In the majority of cases, these units are fast and cheap to enable larger numbers and opportunistic attack strategies, but they may sometimes be chosen to exploit a particular weakness of the enemy. The player who rushes may sacrifice options such as long-term resource gathering, defense, or immediate research up the tech tree to opt instead for a quick strike, usually putting the rushing player at a severe disadvantage should the rush be unsuccessful.
By 2004 the city of the Gold Coast had become the sixth most populated city in Australia and had begun to attract the attention of sports leagues around the country. The Southport Sharks continued to bid for a place in the AFL and in August 2004 it was revealed the Sharks attempted to lure the Melbourne Football Club to move to the Gold Coast permanently. The bids would be unsuccessful but a surprise crowd of 16,591 at Carrara to a pre-season match between the Brisbane Lions and Essendon prompted the Australian Football League to act. The AFL scheduled one pre-season match as well as two home and away fixtures at Carrara Stadium in 2006, two of which involved the Brisbane Lions. Early Macedonian nationalists were encouraged by several foreign governments that held interests in the region. The Serbian government came to believe that any attempt to forcibly assimilate Slavic Macedonians into Serbs in order to incorporate Macedonia would be unsuccessful, given the strong Bulgarian influence in the region. The origins of the definition of an ethnic Slav Macedonian identity arose from the writings of Georgi Pulevski in the 1870s and 1880s, who identified the existence of a distinct modern "Slavic Macedonian" language that he defined as different from the other languages in that it had linguistic elements from Serbian, Bulgarian, Church Slavonic, and Albanian.
Leach's landmark victory set a legal precedent that was used in 1897 as a test case to give Indiana women the right to vote; however, this challenge to the state constitution proved to be unsuccessful when Lafayette, Indiana, lawyer Helen M. Gougar brought suit against the Tippecanoe County, Indiana, elections board after it refused to allow her to vote in the November 1894 elections. In Gougar v Timberlake (1897) Gougar appealed the Tippecanoe County Superior Court's decision in favor of the election board to the Indiana Supreme Court. Justice Hackney, again writing on behalf of the Indiana Supreme Court, denied Gougar's appeal. He explained that the Court considered voting a political right, not a natural right, as was the ruling in Leach’s case, and stated that the state constitution specifically provided voting rights to its male citizens.

A Washington Post poll shows that Bush's approval rating among African Americans fell to two percent at one point, and a report card issued by the NAACP gave "F's" to a majority of Republicans in the 109th Congress. As the head of the RNC, Mehlman played a key role, along with Karl Rove, in executing the Republican Party's long-term, yet ultimately unsuccessful, plan for electoral dominance.
